Spurious liquor, IMFL bottles seized

VILLUPURAM: The Villupuram district police have intensified combing operation to check the sale of spurious liquor and smuggling of Indian Made Foreign Liquor (IMFL) across the State borders.

The personnel of the Prohibition Wing on Sunday spotted a gang of 14 persons involved in producing fake IMFL.

The police said that the group, led by S.Ganesan (28), was making illicit liquor near Kolliangunam lake. They were filling bottles with the brew and pasting labels of various brands.

The police personnel detained them, seized the labels, bottles, a car and a two-wheeler used for the illicit trade.

The police maintaining vigil at Marakkanam road junctions near Tindivanam seized IMFL bottles that were being smuggled in large quantity in two vehicles.

During a routine vehicle check, they found over 50 boxes containing 756 IMFL bottles on a Tata Sumo. The alcohol was being sent from Puducherry to Tambaram. The police secured P. Karthik (24) and G. Manoharan (29), both from Puducherry, and seized the alcohol and the vehile.

The police also detained another car carrying 95 bottles of IMFL and arrested S. Srinivasan (38) of Moolakulam and seized the vehicle at the same spot.

Sources said that vehicle-check would be intensified to avert smuggling of arms, explosives, liquor and other contraband.

Poll process hardly affected in Cuddalore

CUDDALORE: Regardless of the general strike observed on Thursday for the cause of the Sri Lankan Tamils, the election process went on as usual in both Cuddalore and Villupuram districts.

However, in both the districts buses, vans, and taxis were off the road. But for a few autorickshaws and share-autos there was not much of vehicular movement.

The strike did not have any impact on the functioning of the Neyveli Lignite Corporation as employees turned up for the shifts as scheduled. The shops and establishments, big commercial centres and vegetable markets remained closed.

The cinemas cancelled the morning and matinee shows. The educational institutions too suspended the classes and special classes for the 10th standard students.

VCK moves the Supreme Court for allotment of ‘star’ symbol

New Delhi: The Supreme Court on Friday will hear a writ petition filed by the Viduthalai Chiruthaigal Katchi (VCK), for a direction to the Election Commission to allot the party the ‘star’ symbol in the Lok Sabha elections, scheduled to be held in Tamil Nadu on May 13.

A three-judge Bench of Chief Justice K.G. Balakrishnan, Justice L.S. Panta and Justice P. Sathasivam posted the petition for hearing on Friday when senior counsel Rajiv Dutta sought early listing, pointing out that April 27 was the last date for withdrawal of nominations.

The VCK, represented by its treasurer Mohmed Yousef, submitted that it was part of the alliance with the Indian National Congress and the DMK for the elections and was contesting from Chidambaram and Villupuram constituencies.

The party had contested the municipal, corporation, Assembly and Parliamentary elections since 1999 and, at present, had two MLAs.
Symbol in flag

The party said it wanted the ‘star’ symbol as its flag also had this symbol, which had not been allotted to any other party in Tamil Nadu.

The party had applied to the Commission for allotment of this symbol, but, since the election process was on, the Commission would not be able to dispose of the application before the polls.

The petitioner said that since the vast majority of the people in the country were illiterate or semi-illiterate, the need for a common election symbol for the candidates of a political party was indispensable as it played a prominent and indispensable role for effective canvassing irrespective of the fact whether the candidates belonged to a recognised or unrecognised political party.

'Ayan' team in upbeat mood

Director K.V Anand briefed about the title in the press meet. He said that 'Ayan' means outstanding or excellence. The word is there in at least five languages including Tamil, informed the director. It can also mean, said the director, the power from sun rays. “So I think Suriya is apt for the title role.”

Music director Harris Jeyaraj, who is doing his first movie with AVM, informed that he spent 10 days in Mauritius along with the director to compose songs for the film.

Vairamuthu, who writes the lyrics for all the songs, told that 'Ayan' in Tamil denotes the four headed God Brahma. He also showered praise on AVM, which stays on top for so many years. He also quoted a couple of lines from a song penned by him for the movie and attributed the lines to Suriya and AVM.

Suriya recalled his association with the seasoned production company. He also said that the whole unit has understood the responsibility of working on a film for AVM, which produced the blockbuster 'Sivaji'. “I will give my 100 % to ensure the success of this movie”, declared the actor. He also said a few words on the relationship between him and Harris, who has scored music for three of his films 'Khakka Khakka', 'Ghajani' and 'Vaaranum Aayiram'.

The movie, which will go to floors by May, is scheduled to be shot in Malaysia and South Africa. Many of its portions will be shot in Chennai as well.

Keep watching this space for the latest on 'Ayan

Congress rebel files papers for Cuddalore seat

CUDDALORE: On the first day of filing of nominations for the Lok Sabha elections on Friday, a rebel Congress candidate filed his papers for the Cuddalore constituency.

K. Rayar, a resident of Villupuram and chairman of the Jayasuriya Educational Trust, filed three nominations – two as the Congress candidate and one as Independent.

In his affidavit, he stated that over 40 cases were filed against him. He had assets worth Rs.16 crore.

Asked how he could claim himself to be a Congress candidate when his name did not figure in the official list, Mr. Rayar said it could be due to oversight.

He was sure that before the withdrawal of nominations the party would approve his candidacy.

District Collector Rajendra Ratnoo, who is also the District Electoral Officer, said Mr. Rayar had not filed Forms A and B to establish his party affiliation.

Business matters but social services too

CUDDALORE: State Bank of India (SBI) is not only concerned with business but also interested in social services.

To demonstrate this R. Suresh Johnson, Regional Manager, Regional Business Office, Puducherry, handed over a water dispenser to the inmates of Samarpan, an old age home, and to children of Daya Special School at a simple function organised in the Manjakuppam branch of the SBI here on Wednesday.

Mr. Johnson said that the region, comprising Cuddalore and Villupuram districts and the Union Territory of Puducherry, was doing good business because of the receptive nature of the customers.

For instance, the Manjakuppam branch had mobilised deposit to the tune of Rs. 27 crore last year and earned a profit of Rs. 3.8 crore.

If all the 56 branches in the region did the same way the region would easily become number one, in terms of business volume, in the country.

Mr. Johnson pointed out that earlier the focus was only on mobilising term deposits in a conventional manner. But now SBI had chosen to offer “a menu” that contained various saving options such as mutual fund, gold investment and so on.
Investment options

Hence, SBI provided a broad spectrum of investment options besides rendering free financial advisory services to the customers. Mr. Johnson launched the SBI GETS, an open-ended gold exchange traded scheme.

He said that SBI had also launched a group insurance scheme and also facilitated the booking of Tata Nano, the common man’s car.

K. Govindarajan, Manjakuppam branch manager, and Chella Kandasamy, investment consultant, SBI, were present.

Medical wastes, sewage ruin river

KRISHNAGIRI: South Pennar River which gives drinking water to Krishnagiri, Tiruvannamalai, Cuddalore and part of Villupuram districts is on the verge of ruin owing to dumping of medical wastes, plastics and indiscriminate letting of sewage water into the river.

The 430-km long river, originating from Nandi Hills in Karnataka, courses through four districts of Tamilnadu. Chinnar and Markandeya rivers, Pambar River, Vaniyar River and many other rivers join South Pennar River in Krishnagiri district.

The river covers 110 km in Karnataka, 140 km in Krishnagiri, 35 km in Tiruvannamalai, 105 km in Villupuram and 40 km in Cuddalore district. Twelve dams have been built across the river which irrigates thousands of acres. It is also the main source of drinking water to more that 100 villages along its route.

More than nine flyovers have been built across the river in Krishnagiri district. Medical wastes, plastics and garbage are dumped on the banks of the river. A four-km sub-channel on the right side of the river is being used to let off sewage water from houses and commercial establishments on the river banks. In many places walls of this channel are broken and the sewage water flows directly into the river.

Kaveripattinam Town Panchayat executive officer S. Palaniammal said the panchayat had stopped dumping wastes on the river bank.

The district administration had provided an alternative site for dumping garbage collected from the town, Palaniammal said.

She promised that steps would be taken immediately to clean the area. The town panchayat had plans to distribute pamphlets among the public to drive home the need to keep the environment clean. Palaniammal said sanction would be sought after the Lok Sabha elections for the repair of the sewage channel. She said those who dumped wastes in the river would be fined.

Drive to weed out dual EPICs

VILLUPURAM: To unearth and weed out dual Elector’s Photo Identity Cards in border areas, a joint meeting will be held by District Electoral Officers of Villupuram and Cuddalore with their counterpart in Puducherry on Wednesday, according to Villupuram Collector R. Palanisamy.

Mr. Palanisamy, in his capacity as District Electoral Officer, on Monday carried out a door-to-door verification at Pattanur on the Villupuram-Puducherry border.

Later, he told reporters that the Election Commission had declared that it was against law to possess more than one EPIC.

However, it had come to the notice of polling officials that several households were having dual EPICs.
Deadline

Mr. Palanisamy said that though he had fixed a deadline of April 10 for surrendering additional cards to the Villupuram Revenue Divisional Officer, nobody had done so.

Therefore, the revenue officials would conduct a 100 per cent verification in border areas and if they detected any violations, action would be taken against those voters under Section 31 of the Representation of People’s Act 1950. In the joint meeting to be held in Puducherry, electoral rolls of these areas would come under close scrutiny and through this process, the voters having more than one EPIC would be easily identified.

Mr. Palanisamy also noted that the Election Commission had drawn up a strategy to identify dual EPIC-holders from computerised electoral rolls. Therefore, it was in their own interest such voters should surrender the additional EPICs without delay, he added.

Vanur tahisldar Selvaraj and Public Relations Officer M. Palanisamy accompanied the Collector.

Four-lane projects likely to be over by July

TIRUCHI: The four-lane projects on the Tiruchi-Madurai section of National Highway 45 B and the Tiruchi-Tindivanam section of NH 45 are expected to be completed before July, except for a few grade separators and bridges in the urban areas.

Four-laning of the highway portions will be completed by June/July, according to sources in the National Highways Authority of India. The highway stretches can be fully opened for traffic in the next couple of months, even if there are slight delays in the construction of the grade separators and bridges.

A major portion of the work on the Tiruchi-Virallimalai-Madurai section had been completed, the sources said. A major chunk of the pending work was in a five km stretch starting from Tiruchi City to Panchapur, which included the construction of a new by-pass road from Mannarpuram. Construction of the grade separator at Mannarpuram, across the Defence lands, had just gathered momentum and the by-pass road would come up within a three to four months.

The four-laning of the 124-km long highway could reduce travel time on the Tiruchi-Madurai sector by about an hour. Six by-pass roads were coming up as part of the project, including those at Tiruchi, Viralimalai, Thuvarankurichi, Kottampatti, Melur and Othakadai.

Though the project was scheduled to be completed by August 2008 originally, delays in land acquisition forced the NHAI to revise the completion date to June 2009.

NHAI sources also indicated that the four-laning of the Tindivanam-Tiruchi section of NH 45 was likely to be completed by June. Except for the three grade separators in Tiruchi city and few road overbridges, most of the work had been over.

Villupuram–Mayiladuthurai gauge conversion may be completed in August

CHENNAI: Southern Railway may complete the ongoing gauge conversion of the Villupuram - Mayiladuthurai section (122km) by August 31 this year, according to a revised schedule of works.

This section is part of the Villupuram -Thanjavur conversion project. The stretch between Thanjavur and Mayiladuthurai has been completed and opened for traffic.

According to a senior official, conversion of the Villupuram - Cuddalore (47 km) and Sirkazhi - Mayiladuthurai (20 km) was over. Freight is being operated between Sirkazhi and Mayiladuthurai and light engines are being operated from Villupuram to Cuddalore. Work is going on in full swing between Cuddalore and Sirkazhi (55 km).

Bridge works

One reason for the delay in completing the conversion work, according to a senior railway official here, is the number of bridges. There are 32 major and 290 minor bridges, including across the Coleroon. Except three major bridges, including the one at Coleroon, work on other bridges was over. So there would not be any difficulty in completing the project by August-end.

Other works, which are likely to be completed during the current year are conversion of Podanur - Coimbatore (6 km); Tiruvannamalai - Vellore Cantonment (84 km); Villupuram - Tiruvannamalai (66 km); Manamadurai - Virudhunagar (67 km); and Pollachi - Palakkad (58 km); doubling of Kodai Road - Madurai (40 km); Ennore - Attipattu (6 km); Irgur - Coimbatore (18 km); Tiruvallur - Arakkonam (27 km) third line by RVNL; and construction of new lines from Nagapattinam to Velankanni (10 km); Nagore - Karaikal (10 km); and Salem - Namakkal (51 km). For completing these works and other ongoing projects, including construction of road over bridges and safety-related works, Southern Railway requires about Rs.1700 crore during the current financial year. The Railway Ministry has made an ad hoc allotment of Rs.775 crore. The zone hopes to get additional funds once a new government took charge at the Centre, the official added.

The list of DMK candidates for the 21 constituencies, released by Mr. Karunanidhi on Sunday, has 12 new faces including two film actors, D.Napoleon (former MLA) and J.K.Ritheesh and two women. Seven sitting MPs, including four Union Ministers — Subbulakshmi Jagadeesan, K.Venkatapathy, S. Regupathy and Radhika Selvi — do not find a place in the list. Mr Karunanidhi told reporters that the sitting MPs have opted out to pave way for the new faces. He said he would launch the campaign in Chennai on April 18. The candidates would be introduced at the meeting.

Union Ministers T.R.Baalu, A. Raja and S.S. Palanimanickam have been re-nominated.

Mr. Baalu, elected from the South Chennai constituency four times since 1996, has opted for the neighbouring Sriperumbudur constituency. Mr. Raja is contesting in the Nilgiris (Reserved) constituency because his earlier constituency, Perambalur, was declared a general constituency following delimitation. Mr Palanimanickam, elected from the Thanjavur constituency for four consecutive terms, has retained the seat.

Mr. Venkatapathy’s Cuddalore constituency from where he contested last time, has been allotted to the Congress in the DMK alliance.

Mr. Regupathy’s Pudukottai constituency has been removed from the list of constituencies after delimitation. Ms. Radhika Selvi was elected from the Tiruchendur constituency in the 2004 elections. Now a portion of this constituency has become part of Tuticorin constituency.

Ms. Subbulakshmi Jagadeesan’s Tiruchengode constituency, too, was removed from the list. She opted out of the race.

The other DMK MPs who have been renominated are: Dayanidhi Maran (Central Chennai), A.K.S Vijayan (Nagapattinam-Reserved), K.C.Palanisamy (Karur), E.G.Sugavanam (Krishnagiri) and D. Venugopal (Tiruvannamalai). A four-time MP, Mr. Venugopal was elected from the Tirupattur constituency since 1996, before it was removed from the list after delimitation.

The DMK contested in 15 constituencies in the 2004 elections and the tally has been increased to 21.

The new faces are J. Helen Davidson (Kanyakumari), S.R.Jayadurai (Tuticorin), K.Sivakumar alias J.K.Ritheesh (Ramanathapuram), M.K.Azhagiri (Madurai), D. Napoleon (Perambalur), K. Shanmugasundaram (Pollachi), Gandhi Selvan (Namakkal), Thamaraiselvan (Dharmapuri), S. Jagathratchagan (Arakkonam), Gayathri Sreedharan (Tiruvallur-Reserved) T.K.S. Elangovan (North Chennai) and R.S.Bharathi (South Chennai).

The party’s candidate for Kallakurichi, Adi Sankar, was elected to the Lok Sabha from Cuddalore in 1999.

The sitting DMK MPs who have been denied the ticket are: Bhavani Rajendran (Ramanthapuram), S. Krishnasamy (Sriperumbudur) and C. Kuppusami (North Chennai). Mr Jagathratchagan, who joined the DMK a few days ago, is the founder leader of Jananayaga Munnetra Kazhagam. He was elected from the Arakkonam constituency in the 1999 elections as part of the DMK alliance.

Irulas to boycott Lok Sabha polls

VILLUPURAM: The Pazhangudi Irular Padhukappu Iyakkam has said that Irulas have decided to boycott the election to the Villupuram Lok Sabha constituency to protest non issuance of community certificates for long. Coordinator of the Iyakkam Prabha.Kalvimani told The Hindu that the movement at its executive body meeting held at Tindivanam passed a resolution in this regard.

The Irulas residing in Villupuram, Vanur, Ulundurpet, Thirukkoilur and Kallakurichi blocks were awaiting the certificates for years together. One-and-half-years ago Higher Education Minister K.Ponmudy had instructed the district administration to issue the certificates to 1,091 applicants but it was yet to materialise.

However, Mr Kalvimani said the officials had issued 261 certificates to the Irulas residing at Tindivanam and Ginjee blocks but in other places a total number of 830 applications were pending.

For want of certificates the wards of Irulas could not pursue higher education nor could they get the benefits of various welfare schemes. They could not even become members of the welfare board constituted by the government. If remedial measures were not taken before the elections the Irulas would not exercise their franchise, Mr Kalvimani said.
Literacy rate

He said that the literacy rate among the Iruals was just 12 per cent as against the State average of 73.4 per cent. Therefore, to enable the spread of literacy the Iyakkam had called upon the Irulas to let their wards attend the summer coaching camps being organised by St Anne’s School (from May 5 to 15 at Tindivanam), Neyveli Tamil Sangham (from May 1 to 31 at Neyveli) and the Loyola College in Chennai.

Mr. Kalvimani alleged that efforts were being made to divert the allotment made to the Irulas in the Kundalapuliyur cluster houses to other communities. Therefore, the Iyakkam appealed to the authorities to ensure that the Irulas get their rightful share of the tenements.

Nearly 650 families living in abject poverty in Villupuram

CHENNAI: Nearly 650 families who were freed from bonded labour from Andhra Pradesh quarries in 1989-1990, are living in abject poverty in Villupuram district because of non-access to government schemes, according to officials in the Adi Dravidar Welfare Directorate.

Though a team headed by Joint Director (General) S. Mohan had already visited the area and directed the Kallakurichi Revenue Division Officer to file a report on the status of the people, all details have not yet been obtained. The people, originally from Villupuram, Cuddalore and other places, were forced into bonded labour in Ranga Reddy district in Andhra Pradesh, says V.M.K. Thangaraj, who himself was a bonded labourer once and is now an active campaigner against such practice. They were freed in 1989-1990 and re-settled in Villupuram district with the support of the police department and the State government. But their “freedom from bondage” was not recorded by any government officer in the form of a release certificate, making it impossible for them to get the benefits.

“The Kallakurichi RDO has said that they do not have all the evidence required for distributing the benefits and that they need to go to Andhra Pradesh to collect the complete evidence,” Mr. Mohan says. Kannegi Packianathan, Commissioner, Adi Dravidar Welfare Directorate, who is the nodal officer for the re-survey of bonded labour in the State, says the matter was recently brought to her notice, following which she has ordered a thorough enquiry by district officials concerned.

Once the details of the original victims are obtained, the government will provide the benefits due to them including cash compensation of Rs. 20,000 for their rehabilitation, she says.
