VILLUPURAM: “We are looking at ways to enhance students’ performance in the public examinations,” School Education Minister Thangam Thennarasu said on Wednesday.
He was chairing a review meeting here with the Secretary, Directors, Chief Educational Officers, District Educational Officers and other department officials.
The review meeting for the Chennai zone, which includes Chennai, Tiruvallur, Kancheepuram, Tiruvannamalai and Villupuram, was aimed at addressing students’ pass percentage, vacancies in schools and infrastructure in rural schools.
“Teachers will look at students’ marks in the quarterly examination and classify them according to the number of subjects they pass in. Students who fail in one subject will be given additional coaching in that subject,” Mr.Thennarasu said. If many students were found performing poorly in one particular subject in a school, the teacher would receive additional training.
The department would take a close look at the progress made after the introduction of the Activity-Based Learning modules and the Active Learning Methodology in schools. “We intend grading schools as ‘A,’ ‘B,’ and ‘C’ as per their performance, and we will work towards equipping the ‘B’ category schools to graduate to ‘A’ and the ‘C’ schools to ‘B’.” Progress made in creating infrastructure with the funds allocated by the NABARD would also be reviewed, he said.
“Vacancies in schools will be identified and an adequate number of teachers posted. A Government Order has been issued for the appointment of 800 teachers.” Till then, as a temporary measure, educated youth would be roped in to teach students in schools that did not have enough teachers, he said.

Hospital improvement work to begin soon
VILLUPURAM: The first phase of upgrading Stanley Hospital will begin shortly, according to Chief Minister M. Karunanidhi.
In a statement, he said the cost of the first phase would be Rs.25 crore.
A total of Rs.100 crore would be spent for improving its condition.
Infrastructure of the Chengalpattu and the Kilpauk hospitals would be improved at a cost of Rs.25 crore each.
The works would be taken up soon.
Expansion of the Rajaji Hospital in Madurai had been approved and Rs.22 crore set apart.
A sum of Rs.21 crore had been sanctioned for constructing hostels in Chengalpattu, Tirunelveli, Thanjavur, Tiruchi, Madurai, Kilpauk and Stanley medical colleges and the Chennai Dental College.
A building for the Dental College would be built at a cost of Rs.13 crore. Civil works for the Villupuram Medical College Hospital had been approved at a cost of Rs.41 crore and would begin soon, the Chief Minister said.

Anbumani flags off train service from Vriddachalam
CUDDALORE: Union Minister for Health and Family Welfare Anbumani Ramadoss flagged off the train bound for Salem on the newly completed railway line from Vriddachalam.
Speaking at a meeting before the inauguration on Sunday, Minister of State for Railways R Velu said that the State Government had provided 50 percent of the total cost of Rs 187.09 crore for the gauge conversion work on the 139-kilometre-long railway line.
The Railways department, which proposed to take up doubling the arterial railway link from Dindigul to Villupuram, had submitted a proposal to the Planning Commission.
The commission, in turn, had sought that 50 percent of the finances for the project be met by the State Government.
For the last four years, the Ministry of Railways had allotted Rs 4,000 crore for a number of projects in the State.

Kidnapped for ransom, 10-yr-old dies shouting
VILLUPURAM: The body of a 10-yearold school boy from Villupuram district, who was kidnapped on Wednesday by a gang for ransom, was dug up from the forest area at Vedal village in the district on Sunday.
The boy reportedly died when the kidnappers tried to gag him to prevent shouting. The body was retrieved based on the information from one of the two youths arrested for the kidnap and murder.
Manikandan alias Deva, son of Ramamoorthy, a realtor from Marakkanam in Villupuram district, was missing from November 21.
Ramamoorthy had lodged a complaint with Marakkanam police. Meanwhile, he received an anonymous call demanding a ransom of Rs 7 lakh.
The caller wanted the money to be handed over in Chennai. The police traced the phone call to a village in Kancheepuram district. There they secured Hariharan (20), a relative of Ramamoorthy.
During interrogation, Hariharan admitted to having kidnapped the boy, with the help of his associates — Thenarasu (21) and Sathyamoorthy of Vedal village — to make some quick money.

‘Shuttle service’ between Villupuram, Puducherry sought
VILLUPURAM/PUDUCHERRY: Leader of the Pattali Makkal Katchi in Parliament M. Ramadass has requested the Railway Ministry to introduce a “shuttle service” between Villupuram and Puducherry.
In a letter to Union Railway Minister, he said that as the gauge conversion between Puducherry and Villupuram was complete, shuttle train service could be introduced thrice a day. He also requested the Minister to introduce a daily express train from Puducherry to Bangalore via Villupuram, Vriddhachalam and Salem.
“Since both Puducherry and Bangalore are emerging as Information Technology cities, such a service will facilitate the exchange of experts. This will help the economy of both,” he said.
Mr. Ramadass also requested the Minister to explore the possibility of connecting Mahe and Yanam with Puducherry through new trains.
A new service could be introduced from Puducherry to Mahe via Villupuram, Vriddhachalam, Salem, Coimbatore and Calicut.

TN-Puducherry sign pact on sharing Pennayar water
VILLUPURAM/Puducherry,Oct 15: The Tamil Nadu and Puducherry governments today inked an agreement for sharing water in Pennayar system at Sornavur Anaicut, giving a fresh lease of life to a 1910 French-British accord.
P Raman, Engineer-in-Chief of the Public Works Department, Tamil Nadu government and C.Anandane, PWD Chief Engineer, Puducherry, signed the agreement.
Raman later told newsmen that the agreement would be in force for 60 years ending 2029,retrospectively from 1969.The two governments were scheduled to have renewed the pact in 1969 after construction of the dam across the Pennayar at Sornavour in neighbouring Villupuram district of Tamil Nadu.
Anandane, who referred to the highlights of the pact, said the agreement would benefit as much as 4778 acres of land in Puducherry while 1275 acres would be covered in Tamil Nadu.
The first initiative was made in 1864 between the then French and British governments for an agreement. It was in 1910 that an accord was finalised for sharing water for irrigation purposes. As much as 215 cusecs would be available for the union territory.
Pennayar river, also known as South Pennayar, originates from Chenna Kesva hills, north west of Nandidurga near Ongashanhalli village in Karnataka and it is the second largest inter-state east flowing river, a release said.
After traversing 85 km in Karnataka the river enters Tamil Nadu near Bagalaur village of Hosur taluk and flows through Krishnagiri, Dharmapuri, Tiruvannamalai, Villupuram and Cuddalore districts of Tamil Nadu. It reaches Bay of Bengal after traversing a short distance through five villages of Bahoor commune panchayat limits here. The Sornavur Anaicut was constructed in 1969 and is in Villupuram district, 45 km from Puducherry.

Ten new SEZs cleared, BoA yet to decide on DLF
VILLUPURAM: NEW DELHI: The Centre on Friday cleared 10 new Special Economic Zones (SEZs), including an information technology and IT-enabled services (ITeS) SEZ of Tata Consultancy Services in West Bengal. It also gave in-principle approvals to three SEZs, including two in Tamil Nadu.
Eight SEZs of IT and ITeS sectors were given final approval, while one each of biotechnology and warehousing sectors were also cleared. TCS will construct its IT SEZ in 16 hectares in Kolkata, while another IT SEZ by Bengal Shristi Infrastructure Development Limited will come up at Asansol. Similarly, Rakindo Kova Township Pvt. Ltd. will construct an IT SEZ at Coimbatore in Tamil Nadu. Other IT SEZs will come up at Indore (Madhya Pradesh) by Malwa IT Park Ltd., at Bangalore (Karnataka) by Gopalan Enterprises, at Noida (Uttar Pradesh) by Perfect IT SEZ Pvt. Ltd. and at Gandhinagar (Gujarat) by Calica Construction Impex Pvt. Ltd.
Final clearance
Two other SEZs that were given final clearances are a free trade warehousing zone SEZ spread over 136 hectares by Jafza Chennai Business Parks Pvt. Ltd. at Thiruvallur in Tamil Nadu and a biotechnology SEZ by Saloni Business Park Pvt. Ltd. at Thane in Maharashtra.
The Centre also gave an in-principle approval to a multi-product SEZ in 2,245 hectares at Thane in Maharashtra which will be developed by Privilege Power and Infrastructure Pvt. Ltd. Similarly, two more in-principle approvals were given to two SEZs in Tamil Nadu — a 1,000-hectare multi-product SEZ of Sengadu Projects Pvt. Ltd. at Villupuram, and a 100-hectare electronics and electrical products SEZ of Sriperumbudur Ventures Pvt. Ltd. at Thirvallur and Kancheepuram districts.
However, the Board of Approval (BoA) of SEZ did not take any decision on DLF and Unitech Hitech projects in Noida as its promoters did not have the land in possession. So far, the Government has granted formal clearance to 395 SEZs, of which 156 have been notified and an investment of Rs. 50,906 crore has already taken place in these zones.

Puducherry urged to regulate “mushrooming of liquor shops” in border districts
PUDUCHERRY: The Prohibition and Enforcement Wing (PEW) of Tamil Nadu Police on Thursday urged the Puducherry government to regulate the “mushrooming of liquor shops in uninhabited places” in the border districts.
The plea was made at the first joint meeting between officials of the PEW and the Excise Department of Puducherry here. Top police officers from Tamil Nadu and Puducherry also attended the meeting.
Clandestine transportation
Officials of the PEW, which initiated the meeting, were of the view that location of wine shops in desolate pockets of Puducherry and Karaikal regions bordering on some districts of Tamil Nadu was the main reason for “clandestine transportation of liquor” to the State.
PEW officials said there were 18 IMFL outlets and 9 arrack shops in places bordering on Cuddalore district alone. These shops did not adopt uniform pricing but offered discounts for bulk purchase, mostly to persons from Tamil Nadu.
Antecedents
They have asked the district administration not to issue licence for setting up shops in places where there was no habitation and also check the antecedents of the applicants before giving permit. Bulk purchase of bottles from shops should also be banned, they said.
Stolen vehicles
Another issue that came up for discussion was the use of stolen vehicles from Puducherry in the illegal trade of rectified spirit in Tamil Nadu. The PEW asked the Puducherry government to adopt safety measures while transporting rectified spirit from distilleries in Puducherry and Karaikal regions. They wanted to identify exit points radiating from the Union Territory to Cuddalore, Villupuram, Kancheepuram, Nagapattinam and Tiruvarur districts to check transportation of IMFL and rectified spirit.
Joint mechanism
It was also decided to evolve a joint mechanism to conduct vehicle checks and raids along the border districts. Both sides have agreed to exchange information about bootleggers involved in transportation of IMFL and rectified spirit, sources said. The PEW handed over a list of 20 wanted bootleggers from Puducherry involved in various cases.

Tamil Nadu railway stations on bomb alert
VILLUPURAM: Several railway stations in Tamil Nadu were on high alert on Tuesday in the wake of a bomb threat even as the state police chief said that there was no specific intelligence report warning of terror attacks.
The station master at Tindivanam received a post card warning him that bombs would explode at 30 different places in the next 35 days if Al-Umma chief SA Basha was not released from Coimbatore prison. Basha is the main accused and is under trial in the 1998 Coimbatore bomb blast cases.
Security was beefed up at Cuddalore, Villupuram and Vriddachalam railway stations.
According to the police, the letter also said that militants trained in terrorist camps in Kashmir had entered Tamil Nadu and were planning to attack Tiruchirapalli and Vellore prisons.
The Director General of Police P Rajendran said on Tuesday: "the state is calm and peaceful".
The police chief denied reports that hardcore ultras have infiltrated into the state. "There is no specific information of any extremist alert from the intelligence bureau to us," Rajendran said.
He told the media on Tuesday that a warning received two days before was part of an all-India alert "issued immediately after the Hyderabad blasts only to beef up security measures as a precautionary measure."
"We are maintaining a close watch on suspicious elements in the state and collecting information on foreigners who are overstaying in the state."
He also warned against "those spreading rumours about terrorist attacks in the state".
Police in Chennai said that a young Bangladeshi woman arrested in connection with the Hyderabad blasts had studied in Vellore for more than three years.
Sahi Rafjani had lived in Katpadi near Vellore and studied for her BA degree course in Auxilium Women's College at Katpadi, the police said. She had also supported the medical treatment of her father at the Vellore Christian Medical College.

Gandhi statue damaged
VILLUPURAM: A 37- year-old Mahatma Gandhi statue, was razed to the ground, when a tractor rammed into it on Saturday.The statue was set up on the Pandit Nehru Road by the Tamil Nadu Congress Committee on January 8, 1970. Former Chief Minister K Kamaraj had inaugurated the statue in a function. The maintenance of the statue was handed over to the Villupuram Municipality.According to sources, the tractor was transporting a huge quantity of sugarcane to a sugarmill in Ariyur on Saturday. The driver lost control over the vehicle and rammed against the statue.On getting information, Municipal Chairman Janakaraj, tahsildar Raju and Congress leaders, went to the spot. They then decided to set up a new statue at the same place.

Marathon laying stress on importance of sports held
VILLUPURAM: The Tamil Nadu Sports Development Authority, Rotary Clubs and the District Athletics Association organised a marathon to stress on the importance of sports here on Wednesday.
The event was held in three categories — men, boys and girls. District Collector Brajendra Navnit, who flagged off the marathon, called upon the students to involve themselves in sports, besides concentrating on their studies. MLA S. Pushparaj, Villupuram Municipal Chairman K. Janakaraj and Rotary District Governor Sivagnana Selvam participated. The winners were given cash prizes of Rs.5,000, Rs.3,000 and Rs.2,000 and certificates in each category.

How to get to JIPMER, Spandan, Pondicherry
1. The closest airport is in Chennai, which is around 135 kms from Puducherry (approx. 2 ½ hrs. journey). Chennai has excellent connections with almost all cities in India and direction connection to Europe, USA, Middle East and South East Asia. Trichy airport is 220 kms away. Bangalore (320 kms) and Madurai are the other nearby airports.
2. Though Puducherry is on the rail map journey by train to and from Puducherry is not very popular. Villupuram is the nearest junction, it is fairly well connected to places like Chennai, Madurai and Trichy.
3. Puducherry is well connected to all districts and major towns of various states like Tamilnadu, Karnataka, Kerala and Andra Pradesh. Puducherry is best accessible by road, either by bus or by taxi. There are frequent buses, almost every 15 minutes in the day from Chennai’s new bus stand in Koyembedu.

There are frequent buses to Puducherry from places like Chidambaram, Thanjavur Trichy and Coimbatore. Especially private luxury buses are connecting Puducherry with other major cities in Tamil Nadu and Bangalore.
1) Teams arriving at the Chennai Central Railway Station can take local buses no. 15B, 15F or auto rickshaws (charges ranging from Rs.70 to 90) to reach the central bus stand (CMBT), Koyambedu. From there one can take the Chennai- Pondicherry / Chennai-Chidambaram/ Chennai- Cuddalore Bye pass bus to get to JIPMER directly. Please remember to get down at the JIPMER(Gorimedu ) bus-stop .You can also take the ECR route from Chennai to reach the Pondicherry bus stand from where auto rickshaws are available for Rs.25 to 40.
2) Colleges coming from south via Cuddalore or Villupuram should disembark at the Pondicherry bus stand and take an auto to get to JIPMER.
3) For colleges from Bangalore and its surroundings, direct bus services are available, run by PRTC, KSRTC and private bus services.(8 hours)

MK blaming PMK for violence: Ramadoss
Villupuram, August 16: PMK leader S Ramadoss today alleged Tamil Nadu Chief Minister M Karunanidhi was trying to blame his party for instigating violence and said the DMK patriarch should clarify his statement accusing some parties of resorting to protests to develop themselves.
"Karunanidhi's statement indicating that the PMK is trying to disturb peace and is resorting to violence has anguished me," Ramadoss, whose party supports the ruling DMK from outside, told reporters here.
The chief minister was attempting to brand the PMK as a party instigating violence, he charged.
Karunanidhi, in a statement issued on August 14, had said a situation had emerged where some parties were saying anything and resorting to any kind of protest to develop themselves. He also warned that the time to take a decision was nearing.
Ramadoss cited the murder of six persons in communal clashes in Tenkasi and said the law and order situation in the state has deteriorated.
The state government was not making attempts to solve differences with its allies on major issues through dialogue, he said. The PMK was only expressing opinions and holding protests to attract the attention of the government to the people's issues, he said while reiterating that his party's support for the DMK government would continue.
Even the Left parties supporting the UPA government were criticising it, he said adding no partner of the coalition at the Centre was flaying them for such actions. (Agencies)
